The intent of the Neighbourhood Plan is to establish the planning policy framework for the Waterfront Village Centre (Fraser Mills) in Coquitlam.  The Waterfront Village Centre is envisioned as a neighbourhood where people can live, work, shop and play in a mixed-use, riverfront village setting.   A district energy system (DES) is being designed for this sustainable mixed-use development project.
